Across the cultural variety, the greater part of communities in Nepal are patriarchal — a woman’s life is strongly influenced by her father and husband — as reflected in the practice of patrilocal home, patriarchal descent, and by inheritance systems and family relations. This broadens the base for the dependency of woman in man making their economic participation feeble.

If we see the economic context of Nepal then the problems that women are facing can broadly be divided in four main types:

  1. Women’s access to credit and productive assets is inadequate because both formal and informal credit institutions cater to property owners who can provide collateral. All formal credit institutions seek tangible collateral for loans. Hence, women are effectively excluded from institutional credit since women have slight access to inherited property. Village moneylenders are also more interested in earning high interest or in acquiring the debtor’s property than in financing people in need. Women’s access to institutional credit is further controlled by their confinement to household activities, their lack of mobility, and their lower level of awareness and educational attainment. They are more prone to fall victim to the unfair conditions of village moneylenders than are men.
  2. Feminization of poverty: Many Nepalese women engaged in family farms are still reported as economically not active. Women as unpaid family workers are in survival agriculture .The Long work hours and carrying the double burden of work in the family and farm; their contribution to income and economic wellbeing of the family is not documented. Lack of education, training, and mobility are major reasons for women staying in the lower hierarchy in the manufacturing sector in low-skill, manual, repetitive jobs contributing to women’s economic marginalization. Because of social discrimination, the impact of poverty on access to food, health, nutrition, and educational facilities, as well as on workload, is more severe on women and girls in poor households. Women have less access to employment opportunities and earn lower wage rates, hence greater difficulty in escaping poverty.
  3. Poor working environment: Women are legally acceptable to equal pay for similar jobs and to benefit from a series of gender-related privileges such as pregnancy leave, feeding intervals during work hours, and playgroup facilities. However, in practice, women are discriminated against because they are concentrated in lower-paying jobs and are hired mostly at piece rates. E.g. even official fixed wage rates are lower for tea-estate workers, where women predominate.(KARKI,2008) The trade unions’ lack awareness of women’s problems and the gaps between law and practice is prevalent.
  4. Difficult situation for women entrepreneurs. As social custom restricts women’s role to the household, they are mostly involved in home-based industries, such as food processing, garments, hosiery, and crafts. However, these industries are gradually closing due to competition from imported products, or are being replaced by organized formal units. However, women function as managers, supervisors, entrepreneurs, and even as skilled workers in home-based craft enterprises. As industrial activities become increasingly commercialized, women face severe problems of access to capital, institutional credit, marketing networks, marketing information, and appropriate business training and education. Other constraints include limited access to modern management methods and technology and the high cost of production leading to less competitive pricing. They also lack self-confidence and risk-taking capacity as they have access to very little capital and may face family problems in their enterprise.

Women constitute more than 50% of the total population and are forced to work in the agriculture without any economic recognition of their labor. However, agriculture contributes to more than 40% of the GDP and 83% of the employment (CBS, 2001) than how can we disrespect this factor? So some of the initiatives that could prove better are

  1. Revision in the patriarchal property inheritance: There have been some changes in inheriting the patriarchal property to women’s as well but that defines only in some extreme cases of divorces and deaths. So, if the law defines equal inheritance right to property between daughters and sons then it will definitely motivate the women to have active economic participation leading to the trust of financers and investors in women as well.
  2. Micro-credits promoted for macro-credits: Termed by different names women-focused – microcredit, micro-finance, income generation, savings and credit advocate the social and economic empowerment of women who were excluded from the formal credit system, such as banks. This provides them with access to credit for profitable investment, but confines most of them only in the limited household incomes and meeting daily expenses especially for the rural women. This reduces their economic dependency on men but has less focus on strengthening their access to macro-investments given by banks. So, governments should bring such policies and programs that will lead to the enhancement of micro-credits to macro-credits for the underprivileged women which reduces gender economic disparity. The women should be given investments for medium sized ventures as well than just small income generation activities.
  3. Modifications in the national accounting system: Women still also perform the great majority of unremunerated domestic work and community work, such as caring for children and older persons, preparing food for the family. This work should be measured in quantitative terms and is to be valued in national accounts for which there should be proper modifications in economic and measurement policies. The full visibility of the type, extent and distribution of this unremunerated work will also contribute to a better sharing of responsibilities leading to better economically active women work force.
  4. Proper civil society movement: Whatever policies are made and if they are not properly implemented from the civil society than it is no use. So they should bring strong commitment for the enhancement of female education, reduction of cultural disparity and gender discrimination. If the women are given proper environment for increasing their economic rights, employment opportunities and access and control over economic resources than it will lead a major breakthrough in the development. This should all be enacted from local governance.

    I am really happy to have Aditya as the finalist in this essay contest.
    He has portrayed the poor econmic sitaution of the Nepalses women.

    The property inheritance for the women and the patriarachal form of society is really hampering their progress in economic activites.

    Though the governamnt is trying hard they have not been able to get all the access to reduce this disparity.

    The feminization of poverty is really a great problem in NEPAL and most probably it is the same in most of the underdeveloped country.

    WOMEN REALLY WORK HARD BUT THEIR ACTIVITES HAVE NEVER BEEN RECOGNISED BY THE GOVERNMENT.

    THEIR CONTRIBUTION IN THE ECONOMY IS NOT CONSIDERED.
    THEIR SHOULD BE PROPER MEASUREMENT OF THE REAL ECONOMIC WORKS OF THE WOMEN.

    BESIDES,THE MICRO-CREDIT ACTIVITES SHOULD ALSO BE PROMOTED TO THE MACRO-CREDIT.THIS SEEMS TO BE A GOOD IDEA.

    i always felt that why women are not able to compete with the men?
    yes the property inheritance system is the major cause.

    the son gets the patriarchal property so he has access to the credit and could start his own business.
    but the traditional social practices are always hampering their economic opportunites.

    the macro-enterprises,modifications of the accounitng system should be the some solutions that ADITYA has GIVEN which can be hepful for teh development of women economic opportunites..

    Well,it seems the essay topic has done justice with its content.Why are the women not been able to get proper economic opportunties like men?
    The patriarachal property system is the most important cause for the women not getting the credit access.
    Women are not able to start their own enterprises as they don’t have the ancestoral property and banks and creditors only give credits on account of collateral.
    There is a great discrimination between son and daughter in the neaplese society.this economic disparity cannot be stopped unless we have proper changes in the civil society movement and micro-credit programs.

    In our village we had the similar situation of economic disparity.The women had a real hard time to improve their economic status which was ultimately hampering their social and cultural life as well.

    The micro-credit program which was launched about 3 years ago has brought good changes in the economic life of the local village women.

    But what I felt good in the essay is that micro-credit program has to be broadened for macro-credit.Micro-credit program is good for poor women to increase their life standrad but it doesn’t bring the economic equality.
    The loan and the investment area should be broadened.It should not be confined to some thousand rupees and some mere investmnets like handicrafts and goat farming.

    It gives the real cause of why the Neaplese women are not able to get a good economic opportunites.I think the best way for the women’s economic life to improve is to provide the microcredit facilities for the poor rural women.
    Nepalese women really work hard in the farms and other household works but these works are never been recognised.
    So, there should be some modifications in the national accounting systems that will help to recognise the economic discrimination.
    I completely agree on that.

    Whatever policies and programs the government bring it can’t porgress unless the civil scoiety brings strong commitment for the women’s economic empowerment.
    There may be great opportunities but if it fails in the social committmnet than it is no use.

    I liked the description of feminization of poverty.why are women poorer than men? I always felt that way.
    The essay gives a good summary of it.
    Being female seems to be the synonym of getting poor in Nepal.
    It should be like that .

    Yah !once when I had been to my village women were having some economic progress due to the micro –finance program.
    It was gud for the underprevileged women but that does not rellay compensate the gap between rich and poor.
    Unless women are helped for macro level it doesn’t give an economic equality.
    Women are not just meant for the field and household works.

    Your essay paints the true picture of Nepal treatment towards women. I totally agree with your essay, friend. I truly believe womens contribution are unheard and given a blind eye to, and lets not forget their treatments by the family and their lack of opportunity. It is sad but true that many women in Nepal are morally sackled and chained by unproductive and degrading responsibilties. Responsibilities no less than of cattles of raising family, taking care of the old ones( well! cattles don’t take care of old ones but u know what i mean.). I for one will say to all the brothers out there that if you compare Nepal and the other developed countries, the developed ones have all their female force working and given equal rights and opportunities and by god their contribution is massive. I only wish our self proclaimed, self rightous, so called wise leaders and fathers would quit acting like cavemens and be a real gentlemen and a real men and give women their fully deserving rights and equal opportunities.

    She also contibutes in the household incomes…..
    But my father goes to the office and earns money…it doesn’t signifgy that he is the only economic contributor…..

Also the initiatives to make this situation better, are the exact ways to encouraging more than half of nepals populations to participate in econommic activities.     We always supressesd them
    But we are the citizens of the new nepal.
    In the new constituion that is under process we have to give special reservation for the economic progress of the women.
    This should be determined.

    Most of them are not educated and they cannot demand for their rights.
    The trade unions and the government look down upon these issues.The concerned authorities should give a major concern for the women –friendly working environment.

    If a son wants to start a business than he can get an easy access for the credit but when a girl wants than she can hardly get….
    This is the real context in Nepal.
    I am a girl and I wanted to start a business but no one believed me.i could have started a business and created some opportunites for the unemployed.
    But neither my parents and banks believed me.my life changed .now I am just a house wife.
    Hope some day …more women could start new business.

    Yes…. If we change our national accounting system to measure the activities of women who are active in their household and other activities, it will increase the economic status of women. One of the major problem facing by women is that they are not regarded as economically active although they still works more then men in different household activities.

    I think that most Nepalese women in Nepal are not able to have better working environment.they have many problems there and thus they are not economically productive.
    To make them economically active they should have the previlege of FRIENDLY work place.
    They have a lot of problems in the wage rate and facilites are also discriminating interms of men.

    But I doubt that it has always confined women in simple income activites.It is good for those women who are really poor but does that really compensate the economic gender gap.

    I remember an incident in my village.A man was beating his wife because she didn’t give him money for his drinks.she used to work in the field all day long and also completed the household works.but that drunkard did nothing and was not responsible to his family.
    But once when the government officals had come to the village for an economic survey than the drunkard man was consider the economically active one whereas the women was considerd economically inactive..
    These incidents are common.
    The government should change the accounitng models.

    I think Mr. Himali makes a good point on empowering women through legislation that are geared towards providing a voice for the work that is often unaccounted for, even in developed countries.

    The notion of increased investment in micro and macro credit projects that Mr. Himali has brought is noteworthy- its successes in countries such as Bangladesh are an example that Nepal could adopt as well, or at least give it a try. There are examples of such already existent in Nepal, and those that continue to work despite the political turmoil in Nepal.

    I strongly believe that women need a voice and it can only make sense if the government makes it part of their agenda! Also facilitating NGOs that gear their work towards women skills development and investment must be part of the government’s agenda. The patriarchal society we live in, it might be difficult- but not impossible to do such. But increasing number of women in different areas of the economy proves that with proper education and empowerment, women can continue to contribute to the Nepalese economy and set an example for the world.

However, Nepalese women holding more than 50 percent population in the total census should not be satisfied with this result. Also, these women CA members have different challenges ahead, for which they need support and collaboration from all the members of civil society as well as political parties.

    There has been change in cultural assumptions about women and leadership in Nepal. But, still women political figures had difficulty gaining a hearing or respect for their ideas, were tied to ‘female issues’ and were perceived as not capable of wining elections. The issues raised by women are treated as ‘Women’s issue’ and not as issues of state. Women serving as ministers, professors, civil society leaders and all have demonstrated

    their competencies as leaders to the public. All those constitute opportunities for the public to see female leadership. But as a result of patriarchal thought, still the political positions are not given to the women in political parties and state mechanisms.

    A decade long insurgency and the king’s autocratic regime made Nepalese people vulnerable to gross human rights violations. The gross and rampant violation of human rights seemed to be fate of the Nepalese people during that period. Women are also expecting the change in the situation, and now they believe to be behaved like equal citizen as of males. The discrimination and injustice will end in the days to come. The 197 women are given opportunity and this opportunity may result the system development in Nepal regarding women’s representation and participation. There is an urgent need for women to be in the decision-making bodies in large numbers to improve the overall status of women in our society. The Nepali constitution which is prejudiced against women, has to be reformed if one wants to see an improvement in the status of women. There is a need for mass counseling among the affected lot backed with legal counseling. Nepalese women should be nominated to village councils, municipalities, district councils, district development committees, sub-committees of local government, and a mandatory provision for inclusion of women to various committees.

At the same time, social and bureaucratic structures including those in civil society and government must institutionalize these changes. Women’s participation in the informal sector has increased significantly in both urban and rural areas – for example vending, petty trade liquor making and vegetable selling are some of the more common employment ventures of women. In rural areas, the employment outside the household generally was limited to planting, weeding, and harvesting. In urban areas, they were employed in domestic and traditional jobs, as well as in the government sector and mostly in low-level positions.

    remember an incident in my village.A man was beating his wife because she didn’t give him money for his drinks.she used to work in the field all day long and also completed the household works.but that drunkard did nothing and was not responsible to his family.
    But once when the government officals had come to the village for an economic survey than the drunkard man was consider the economically active one whereas the women was considerd economically inactive..
    These incidents are common.

Although the law states that Nepali men and women receive equal rights… in practice this is not the case.

    The future for the rural woman of Nepal is far from bright and promising. The majority of these overworked women are uneducated and under privileged. They sorely lack self-confidence and due to the attitude of the prevailing cultural society do not consider themselves on par with men. They carry the weight of the caste system, the pressure of the dowry system, and the guilt of being a burden to their family.

    In too many cases these women may be victims of both physical and mental abuse. Many women are bound to lives that are detrimental to their well being and that of their children, perpetuating a cycle of ignorance and dependence. Deprived of an education and discriminated against in the job market, the rural woman has little choice but to work in the fields. Her future options are bleak.

Economic policies and institutions still mostly fail to take gender disparities into account, from tax and budget systems to trade regimes. And with too few seats at the tables where economic decisions are made, women themselves have limited opportunity to influence policy.

    It might seem unbelievable to hear that some women in urban Nepal have started a hair cutting enterprise. But this is exactly what three women in Hetauda did. Considering, Nepal, a country where even men from the hill region hesitate to take up the job, these women have broken the shackles of blind superstition grappling the modern-society is indeed extremely unbelievable.

    After the initial training in hair cutting provided by the municipality, three women joined hands to establish an enterprise called “Nawa Shrijana Hair Cutting & Beauty parlour”. Since then not only have they been a frequent topic of deliberation in local media but have also been contributing to expand local economy and generate profitable self employment. On recommendation of the TLO, RUPP provided them with a credit support of Rs.10,000.00 to start this urban service related enterprise. Hetauda municipality has presented them with a certificate on the occasion of municipal council meeting complementing on their exemplary feat.

    Taking a clue from them, some other women in the municipality have also started the same enterprise. This type of business has helped tremendously for self-employment and served the cause of gender equality. That?s why the chairperson of the enterprise group Ms. Saraswati Gautam says, “today we are proud of our business doing the job that usually men do”.

    Recent amendments to the Country Code of Nepal have improved women’s access to property other than land. Unmarried daughters now have the right to ancestral property (other than land) irrespective of age, whereas previous conditions required that they be above the age of 35. however, women are often required to receive permission from a male relative before disposing of any immovable property.

    Women in Nepal have legal access to bank loans and other forms of financial credit. The Ministry of Local Development and the Ministry of Agriculture offer loan programmes that target women and the Contract Act (enacted in 2000) allows women to enter into financial contracts of any form, including to establish private firms or companies.

    Women’s condition in Nepal is even worse compared to their average situation in the world. Despite positive and improving reports in the situation, there is a long way to go to really make them feel that they are not exploited and discriminated. This vast difference exists not only in educational sector but also in almost each sector. The education is the foundation of awareness and further development.     improving the economic status is just not enough.there are many more to be doneIn the remote villages of Nepal, women take care almost everything from bringing up children, manage food, taking care of cattle, collecting fodder and firewood to working in the fields. Despite their significant contribution in the family and society, they are mistreated and blamed for minor mistakes.

    The situation of Nepalese women seems to be improving in cities but the scene in the remote villages and hinterland is not changing at all. They are the victim of religion, culture and their male ‘guardians’. The Chaupadi system in western hill region of Nepal is yet to be rooted out, the Kamlari system in West Terai is still allowing to sell innocent teenage girls to unknown masters. The Muslim society of the country is still not awaken up to send all of their daughters in school, the drunken husband has not stopped beating his wife without any reason and Dalit women are still treated as second class citizen by so called upper classes. These are only some examples of current situation of women in Nepal. The worldwide condition of the women is not better either.

    Women on the other hand should be aware of their situation act on their own. Many organizations working in the field should be able to extend their approach to the villages of remote areas. Political parties are advocating their commitment on equal participation of women in all fields but it has not been seen in the practice. Political leadership is still largely occupied by men essentially leading unequal equal participation in policy making level. So, it has to be done from the very base level.

    Lack of education is root cause of the situation. Female education has been shown to have a dramatic impact on women’s earning power and on families’ welfare but progress toward gender equality in education still lags behind to those of boys. Education for all should be guaranteed by the government which will certainly help to eliminate not only women discrimination but also other discriminations (ethnic, regional, religious etc.) across the country. Once the literacy rate rises, so does the female participation in many areas.

    To empower women, it has to be done by act not by words. The empowerment of the women will be one big step forward to overall development of the nation. As Nepal has already been entered into a new age of change, equality between male and female should be one of the top most priorities for policy makers

    I am a female and I can understand how we are important… doesn’t mean that the other side mustn’t be accompanied by the males but the work that FEMALES do are of more longer hours and tiresome then that of the Males. We are forcefully led backward in the society and not given that opportunity to work for the way we want to for the betterment of the society.

    Violence against women is a serious problem here in NEPAL, but it receives limited public attention. The dowry tradition is strong, with greater prevalence in the Terai region. The killing of brides because of defaults
    on dowry payments is rare, but does occur. More common is the physical abuse of wives by the husband and the husband’s family to obtain additional dowry or to force the woman to leave to enable the son to remarry.
    There is a general unwillingness among citizens, and particularly among government figures, to recognize violence against women as a problem.
    This unwillingness to recognize violence against women and girls as unacceptable in daily life is seen not just in the
    medical profession, but among the police and politicians as well.

    Once I hadebeen to one of the carpet factories of neapl where there workers were especially women.they used to work there at a very low priceand had a low quality working environment.
    Those women had children and they didn’t go to school.the women worked all day long and their health was also detoriating due to the dust and dirts form the carpet stuffs.
    The money they got from the work finished just in their medicine and household expenses.They have no money in savings. So what is the use of such work which contributes nothing to their life?

    Micro-credits have become successful means of elimiantion of woemn poverty alleviation.It has produced revolutionary effects in BANGLADESH by grameen bank.There are many good impacts in Nepal as well.
    But I disbelief that it has always limited women in simple income generating activites.It issuitable for those women who are underprevileged but it does not mitigate the gap of economic gender disparity.women have become the bait for men to use its fund,otherwise it should go at macro-level.
